My proudest Accomplishment:

Is that I made a difference. Not only in the world and for my fellow Americans but also in the lives of the Soldiers and families that I have been blessed to serve with.

After graduating from Texas A&M University in 2002, David commissioned into the United States Army Signal Corps, embarking on a 20-year distinguished military career. He completed two 15-month tours with the 1st Armored Division, serving a total of 29 months in support of Operation Iraqi Freedom. In his army career, he led teams to successfully deploy combat communication networks and innovated automated logistical solutions in the Pacific Theater. He secured the military network in Korea and played a pivotal role in protecting the nation's strategic infrastructure, creating a comprehensive vulnerability database. David led Soldiers and civilians from over 30 Allied Nations, and significantly modernized military networks and cybersecurity for military installations across 78% of the Continental United States.

Transitioning from military to civilian life, David emerged as a technical expert in information technology. His work in developing innovative applications and systems greatly enhanced efficiency and success in multiple projects. As a leader of multinational, high-performing teams, he cultivated an environment of collaboration and continuous learning. His journey, enriched by extensive global travel, has shaped him into a leader adept in applying global insights to local challenges, creating inclusive and sustainable growth in the IT sector.

Transitioning to civilian life, David continued his leadership as a cybersecurity and IT technical expert. His work developing innovative systems and applications has greatly improved efficiency and success across multiple projects. Leading high-performing multinational teams, David nurtured a climate of collaboration and continuous learning, applying his global experience to tackle local challenges and drive sustainable growth in the IT sector.

David currently lives in San Antonio, Texas with his wife Chelsea, his son Eli, his daughter Emelyn, and his mother-in-law Mary.

Multi-Organizational Influence

Colonel Humphreys led a team of 62 Joint United States and Allied Service Members and NATO International Civilians in the planning and execution of CIS support enabling multiple operations and exercises supporting Allied NATO Forces in the region. He substantially improved the ability for NATO units to synchronize and coordinate operations and exercises out of the Multinational Joint Warfare Center (MIWC) by overseeing the deployment of enterprise level technical solutions supporting Headquarters, Allied Land Command (LANDCOM) during exercise Loyal Bonus. Immediately following the exercise, Colonel Humphreys deployed a team to the MJWC to coordinate with NCIA CIS project managers and initiated a multiyear improvement project between NCIA, MJWC, and the Turkish Ministry of Defense. Colonel Humphreys fought to assure critical life support functions for multiple CIS assets in the region including a strategic NATO satellite ground station and elements providing NATO CIS integration with the Turkish Government.

For the first time in nine years, he started coordination and drafting of a new Real Life Support Agreement between NCIA and LANDCOM to resolve longstanding issues and improving the quality of CIS support. Additionally, he oversaw the development of the 2021 LANDCOM Service Level Agreement worth with NCIA worth 2.9 million Euros that details all CIS support provided to Headquarters, LANDCOM.

Enabling Mission Success

Captain Humphreys enabled the battalion to not only continue tactical communications when our parent brigade departed halfway through our combat tour, but also research and leverage the however distant capabilities of the new brigade headquarters which was a more modern and advanced yet incompatible communications infrastructure. Days after a successful test case, David brought advanced secure networked information systems and VoIP to our forward Company Operation Posts. Overnight and because of Captain Humphreys, the Task Force finally had information dominance over the enemy in Tal Afar.

Captain Humphreys developed and supervised a communications infrastructure that ensured we had the optimum coverage possible to outposts up to 80 kilometers away. Task Force 2-37 Armor was easily the most forward deployed maneuver battalion in Operation Iraqi Freedom 2005 - 2007 with over 90% of its assigned strength living outside the established FOB (FOB SYKES). Recognizing the impact continuous operations from these austere forward operating bases would have on troops' morale, Captain Humphreys made it his personal mission to get government provided internet service for them. Through direct interaction with three different brigade headquarters, as well as Task Force Band of Brothers G6, he was able to acquire systems making Task Force 2-37 Armor the only element in Multi-National Defense-North with this capability for its forward positioned company-based Soldiers.

Positive Work Culture

While serving as the Acting Director of the Regional Cyber Center Korea (RCC-K), Major Humphreys created a positive command climate for all employees, Officers, NCOs and Soldiers following the departure of multiple senior leaders within the organization. His leadership was critical to changing the workplace culture into a positive environment and earning the personal dedication and commitment of the employees of the RCC-K.

Major Humphreys planned, developed and executed the first live Disaster Recovery (DR) and Continuity of Operations (COOP) Exercise for the RCC-K in six years. The COOP Exercise verified several procedures and led the development of several more which established a solid and robust DR program and a comprehensive COOP SOP with detailed recovery procedures. These products and artifacts were graded at the highest maturity level (MLA) for the Cyber Security Service Provider Evaluation and used as examples by four adjacent RCCs.

Captain Humphreys's Huntsville Recruiting Company was always ranked within the top companies of the Houston Recruiting Battalion, most recently earning Top Company for FY 2009. The well-disciplined team focus that Dave instilled was not only key to their mission accomplishment but the well being of his Soldiers' families, as well. He aggressively ensured that his Soldiers and families were taken care of, most recently during the Pinnacle transition which resulted in the transfer of a station to another company..

Captain Humphreys utilized his skills at planning and resourcing to consistently engage and mobilize community leaders in support of his mission. During his command he tirelessly promoted community service activities and public service events, culminating in a Community Covenant signing in Bryan/College Station. Dave always ensured all events were well planned, resourced and executed for maximum effectiveness. In addition to serving as a guest speaker at local events, he actively encouraged his Soldiers to do the same.
